ONI Sections I, II, and III: Intelligence With Few Limits
Captain Veronica Dare changed Alpha-Nine’s target while the squad was already committed to the drop. The Orbital Drop Shock Troopers believed they were descending toward a Covenant assault carrier above New Mombasa. Dare, an officer of the Office of Naval Intelligence’s Section One, needed them somewhere else. Beneath the occupied city, a Huragok had absorbed information from the Superintendent network and the Covenant forces attacking Earth. Recovering that intelligence mattered more than the mission most of the squad thought it had received. The troopers were told how to reach the objective, but not enough to understand why they were risking their lives.
That was not an administrative failure. It was the Office of Naval Intelligence functioning as designed. Information was divided by clearance, mission, section, and personal authorization. Supporting units could be committed without knowing the real objective. Civilian officials could approve a program without seeing its methods. Admirals could receive an estimate shaped by evidence they were not permitted to examine. The arrangement protected sources and operations while giving the people controlling the compartments unusual power over everyone outside them.
The Office of Naval Intelligence was formally the intelligence service of the United Nations Space Command Navy. It was established in twenty-one seventy-eight, although some of its functions were older than the United Nations Space Command itself. Its original purpose was recognizable naval intelligence: observe enemies, assess fleets, protect communications, and inform commanders. Human expansion transformed that mission. Once colonies, fleets, corporations, insurgents, and military commands were scattered across star systems, whoever controlled reliable information could influence nearly every major decision the government made.
By the twenty-fifth century, the office had developed substantial practical independence. Its commander sat among the highest military leaders. Its personnel operated ships, listening posts, laboratories, artificial intelligences, and facilities hidden behind classification. It could draw on military authority while shielding much of its activity from ordinary military review. Officially, the office remained inside the chain of command. Practically, the chain often reached a sealed door and discovered that its clearance ended there.
The familiar structure centered on three principal sections. Section One collected and analyzed intelligence. Section Two controlled public communications, morale, propaganda, and psychological operations. Section Three managed special acquisitions, advanced research, and the most sensitive black programs. The boundaries were never absolute. An operation could begin with Section One surveillance, receive a Section Two cover story, and end with Section Three personnel stealing the target. The three formed a cycle with unusually sharp edges: learn what was happening, decide what others could believe, and create a covert capability to change it.
Section One performed the work most people expected from an intelligence service. It gathered military information, conducted espionage, supported codebreaking, assessed hostile forces, and distributed warnings to the wider government and armed forces. Its Fleet Intelligence Center could issue threat notices, slipspace travel restrictions, evacuation advisories, and information about enemy deployments. This gave Section One a limited public presence. A colony might never know the analyst’s name, but it could receive an order to stop departures, prepare shelters, or begin evacuation because Section One had changed the threat level.
Its sources ranged from intercepted signals and reconnaissance imagery to field agents, captured records, sensor logs, interrogations, and reports from prowlers operating where ordinary warships could not safely remain. Artificial intelligence sorted immense data sets, identified patterns, and compared new contacts with earlier encounters. None of this eliminated uncertainty. A sensor can observe what enters its field. It cannot report a fleet deliberately concealed somewhere else. An artificial intelligence can calculate probabilities from available evidence. It cannot include the report that died with the courier.
Dare’s mission in New Mombasa showed Section One operating under combat pressure. The Huragok known as Quick-to-Adjust possessed technical knowledge and access to data the United Nations Space Command badly needed. Recovering it required Dare to redirect Alpha-Nine, enter the buried data complex, survive Covenant forces, and extract through a city whose military situation was collapsing. The ODSTs did not receive the complete requirement because it was classified. Need-to-know protected the mission from compromise. It also meant the people most likely to die completing it had the least context for judging its value.
The recovery succeeded and produced important intelligence. That does not prove the method was always sound. Section One could be excellent at collecting fragments and still fail to assemble the correct picture in time. Covenant reconnaissance penetrated human systems. Enemy fleets appeared with less warning than planners expected. Reach concealed enormous military strength and still suffered strategic surprise. Intelligence can reduce uncertainty, but an organization that treats its own assessments as privileged truth may become less prepared to recognize when the picture is wrong.
Section Two controlled a different battlespace. Its formal responsibilities included external communication and public morale. In practice, that meant censorship, propaganda, media management, psychological operations, rumor control, and the selective release of classified information. Section Two did not simply tell lies. It decided which truths could be published, which images required alteration, which casualties would be acknowledged, and which version best served immediate needs.
Some of that work was necessary. The Covenant could exploit open transmissions, trace routes, identify military installations, and learn where civilians were moving. Panic could overwhelm spaceports and disrupt evacuation. False broadcasts could confuse enemy tracking. Security blackouts could protect a planned operation. A government fighting an enemy committed to extermination had legitimate reasons to control information. The difficult question was where operational security ended and political control began. Section Two rarely invited the public to participate in that distinction.
During the Human-Covenant War, the section worked to preserve the belief that human forces were holding better than they actually were. Battlefield imagery was edited. Losses were softened. Many Inner Colony citizens remained unaware of how close the Covenant had come or how badly the fleet was depleted. The purpose was morale and social stability. The effect was to separate the public understanding of the war from the reports used inside restricted headquarters.
The Spartan Two program became Section Two’s most successful symbol. For years, Spartans had circulated as rumors among military personnel. In twenty-five forty-seven, the government publicly acknowledged their existence and promoted their battlefield achievements. Section Two then protected the image it had created. Under Directive Nine Thirty, Spartans killed in action were officially listed as wounded or missing rather than dead. The policy preserved the impression that Spartans did not fall. It also converted real casualties into an information-management problem.
The decision had operational logic. The Covenant studied human capabilities, and precise casualty information could reveal the declining size of the force. Human morale benefited from a symbol that appeared permanent. Yet the symbol consumed the individuals inside it. Families, service members, and civilians were shown an edited version of sacrifice. The public was encouraged to believe in soldiers whose origins, losses, and original counterinsurgency mission remained classified.
Section Two also manufactured supporting details when the public story required them. False biographies, controlled witnesses, curated interviews, and selected military records could turn a secret program into a conventional tale of enlistment and service. The objective was not merely to hide one crime. It was to build a version of events strong enough that contradictory evidence would appear unreasonable. A cover story is most effective when the person challenging it sounds less credible than the institution repeating it.
Benjamin Giraud discovered how that system worked after the war. Section Two hired the journalist to create a profile of John One One Seven. The assignment appeared to offer unusual access. The sources supplied to him presented a coherent heroic biography. Independent investigation exposed inconsistencies, including records connected to a child who had died and the hidden history of the Spartan candidates. As Giraud moved away from the approved narrative, the same organization that had opened doors began closing them.
His communications were monitored. Witnesses and records were manipulated. The public confrontation intended to reveal the truth was controlled in a way that destroyed his credibility, and his investigation ended with imprisonment at a classified facility. Section Two had not merely withheld information. It had used access, media authority, surveillance, and institutional reputation to make the investigator look less reliable than the falsehood he was exposing.
That episode revealed Section Two’s strategic weakness. Propaganda can preserve morale through a crisis, but it borrows trust from the future. Once a population discovers that official records, witnesses, casualty categories, and biographies were deliberately shaped, accurate statements inherit the suspicion created by earlier deception. An intelligence service may win control of the immediate story and lose control of how citizens judge every later warning.
Section Three possessed the broadest operational freedom. It handled special projects, advanced research, acquisition of foreign technology, weapons development, and covert action. Its programs could operate through front organizations, restricted facilities, naval special warfare commands, private contractors, and scientific teams whose members did not always know what the neighboring laboratory was doing. Section Three did not only study intelligence. It built things from it and sent people to obtain whatever the researchers still lacked.
Under leaders such as Michael Stanforth, Section Three sponsored programs that reshaped human warfare. Project Mjolnir, Project Gungnir, and the Spartan Two program emerged from this environment. The section linked scientists, military planners, intelligence officers, manufacturers, and test personnel behind security barriers strong enough to conceal activity from much of the government. The results included capabilities that later helped humanity survive the Covenant War. The methods also established a precedent that strategic importance could excuse almost any degree of secrecy.
The Spartan Two program remains the clearest example. Children were selected, abducted, and replaced with flash clones expected to die. The candidates were trained for years and subjected to augmentation procedures that killed or disabled many of them. Their original mission was to suppress human insurgency before planners believed it could become a civilization-wide war. Section Three did not invent every political condition behind that decision, but its structure made the program possible. It could isolate the participants, conceal the casualties, fund the technology, and ensure that most officials encountered only the finished weapon.
The Spartan Three program applied a different model under James Ackerson. War orphans volunteered from a position shaped by grief, displacement, and limited alternatives. They were trained in larger companies, equipped more economically, and assigned missions whose risks reflected humanity’s deteriorating strategic position. The program produced highly capable soldiers, including specialized teams and survivors who later served elsewhere. It also demonstrated how Section Three could transform emergency need into an institutional system for accepting losses that conventional forces and political leaders might have found harder to authorize openly.
Technology acquisition extended beyond the Spartan programs. Section Three pursued Covenant equipment, Forerunner systems, biological samples, artificial intelligence research, and any discovery that might narrow the military gap. Field analysts such as Hieu Dinh captured and repurposed enemy technology. Specialists studied systems built on scientific foundations humanity did not possess. A recovered device could become a prototype. It did not automatically become a production line, no matter how enthusiastically a classified briefing used the word breakthrough.
The acquisition mission encouraged aggressive behavior because the value of the target was difficult to measure in advance. A damaged alien weapon might reveal a manufacturing process. A Huragok might unlock an entire ship. A Forerunner artifact might contain nothing useful or might control a system capable of altering a campaign. Section Three was designed to act before certainty existed. That made it valuable in a war of technological inferiority. It also made it exceptionally skilled at describing hazardous curiosity as a strategic requirement.
The disaster aboard the prison ship Mona Lisa showed where that reasoning could lead. Near the shattered remains of Installation Zero Four, Section Three personnel conducted experiments involving the Flood and prisoners. Containment failed. Marines from the Red Horse entered the ship without a complete understanding of what had occurred and found an outbreak created not by enemy action, but by a human intelligence program attempting to study an extinction-level organism. Secrecy protected the experiment from scrutiny until the experiment became the threat.
The operation failed on scientific, military, and ethical grounds. Personnel died. Valuable information was lost or contaminated. The force sent to investigate could not rely on the briefing because the briefing concealed the central danger. Section Three had obtained access to the subject it wanted to study, but possession did not equal control. Few institutions illustrate that distinction more clearly than a black laboratory filled with organisms whose entire survival strategy is based on escaping containment.
The postwar period showed that Section Three’s methods were not limited to laboratories. While the United Nations Space Command publicly built an alliance with the Arbiter, the Office of Naval Intelligence formed Kilo-Five to keep the Sangheili divided while humanity rebuilt. The team armed dissident factions and supported operations that weakened the Arbiter’s forces. Broader contingencies examined ways to destroy the Sangheili population through engineered famine. The policy treated a fragile ally as a future enemy whose recovery had to be prevented.
From a narrow security perspective, the logic was understandable. Humanity had nearly been exterminated by a Covenant military in which Sangheili fleets had played a central role. The human fleet was damaged, the colonies were exposed, and trust had little historical support. From a strategic perspective, the policy risked sabotaging the one alien partnership that had helped end the war. It also helped shape the instability from which Jul ‘Mdama built a new Covenant movement. Covert action created leverage, but some of that leverage was eventually pointed back at humanity.
The Kilo-Five policy also revealed how the sections could support contradictory realities. Section One could collect intelligence on Sangheili factions and assess the danger they posed. Section Two could present cooperation with the Arbiter as the foundation of postwar security. ONI’s black-operations arm could supply forces attacking that same ally. Admiral Terrence Hood did not know the full extent of Margaret Parangosky’s program. The government therefore pursued diplomacy and sabotage at the same time without every senior leader understanding both policies.
Compartmentalization made this possible. Need-to-know prevented one compromised agent from exposing an entire operation. It also prevented commanders from seeing how separate operations interacted. Sections could conceal information from one another, protect budgets, and interpret oversight questions as security threats. Other internal bodies, including Section Zero, existed to investigate misconduct and police illegal programs. Their own secrecy meant that accountability often remained another compartment rather than a public limit.
The Office of Naval Intelligence was not legally sovereign. It belonged to the military structure of the Unified Earth Government, and its leaders answered through High Command and the Security Council. The phrase few limits describes practical power, not the absence of every rule. The long Insurrection and the Covenant War created an environment in which emergency authority, black funding, and strategic fear allowed classification to substitute for approval. A program could survive because too few people knew enough to object, and those who did know often depended on the program’s results.
Margaret Parangosky embodied that system. As commander-in-chief of the office, she understood that many ONI actions were morally indefensible and considered herself willing to bear the consequences. That personal acceptance did not provide democratic oversight or repair the harm. It did make her more honest than officials who preferred to describe abduction, biological experimentation, and foreign destabilization as administrative irregularities.
ONI was never one mind. Analysts disagreed with operators. Halsey and Ackerson pursued rival visions of the Spartan program. Naval commanders resented intelligence personnel who withheld essential context. Hood and Parangosky approached the Sangheili relationship differently. Serin Osman inherited both the office and the consequences of decisions made before her command. Internal rivalry sometimes exposed weak analysis. It also created competing secret programs whose failures could remain hidden from one another until they met in the field.
The office’s genuine contributions were enormous. Section One warnings and assessments guided fleets, evacuations, and special operations. Section Two maintained morale and protected sensitive information during a war in which panic or disclosure could kill entire colonies. Section Three developed Mjolnir, fielded Spartans, exploited enemy technology, and pursued intelligence conventional forces could not obtain. Prowlers, analysts, codebreakers, field agents, artificial intelligences, scientists, and security personnel repeatedly gave commanders options they would not otherwise have possessed.
Those successes explain why the institution received such freedom. They do not prove every operation was necessary. Secrecy often concealed sound work from the enemy. It also concealed weak assumptions from colleagues, crimes from the public, and failures from the officials expected to judge them. The same classification system could protect a source, a weapon, a career, or a lie. The document marking did not explain which one.
The Created uprising exposed a limit no security clearance could overcome. Artificial intelligence defections and Guardian attacks disrupted communications, power, command networks, and access to ONI facilities. Senior leaders were isolated. Field teams lost contact with headquarters. Intelligence archives became inaccessible or suspect. Section One could not collect through networks it no longer controlled. Section Two could not dominate a public narrative when the Created controlled infrastructure. Section Three could not sustain black projects without secure laboratories, transport, technicians, and supply.
By twenty-five fifty-nine, Veronica Dare was still conducting Section One reconnaissance, this time on the independent world of Venezia. Her threat models pointed toward the spread of illicit human augmentation programs known as janissaries. ONI could observe the danger and delay parts of it, but lacked the resources and military power to stop the technology from spreading. The office that had once abducted children, manipulated populations, and destabilized alien governments could not simply command the postwar human sphere back into order.
Sections One, Two, and Three gave the Office of Naval Intelligence control over three connected forms of power. Section One influenced what leaders knew. Section Two influenced what soldiers and civilians believed. Section Three influenced what the state could do without public visibility. Together, they helped humanity survive enemies it did not understand and wars it was poorly prepared to fight. Together, they also allowed the institution to classify evidence, conceal consequences, and present its own preferred answer as the only responsible option.
The Huragok beneath New Mombasa was worth recovering. Dare’s judgment was correct, and Alpha-Nine’s risks produced intelligence of real value. The method still placed armed personnel inside a mission they could not evaluate, serving an agency whose version of necessity was hidden from them. That is the defining contradiction of the Office of Naval Intelligence. Its secrets repeatedly protected humanity from its enemies. They also protected the office from humanity.
